PLANNING, BUDGETING AND CONTROL
The regional water authorities (ARAs) in Mozambique face major challenges in managing water resources. Financial constraints, the fact that these organisations have multiple responsibilities, and the increase in their territorial extension all contribute to the need to attract and effectively manage investment, staff, tools and equipment.
Budget constraints and lack of investment lead to the deterioration of existing water management systems and make it difficult to expand the services provided by these organisations.
The lack of qualified staff exacerbates the challenges and limits the ability to carry out comprehensive planning, budgeting, monitoring and evaluation, as well as to develop plans and implement solutions that lead to the proper functioning of ARAs.
In the midst of these adversities, the Blue Deal partnership is positioning itself as a vector for strengthening the capacity of these organisations through the promotion of training programmes and knowledge-sharing platforms, in the hope of turning the ARAs into financially sustainable organisations.
What does the Blue Deal do?
1. Development of strategic and operational plans
By developing strategic and operational plans and a robust monitoring and indicator framework, the ARAs will be able to improve the planning and coordination of their activities in the short and long term. Furthermore, developing communication plans will improve how ARAs communicate with stakeholders about their ongoing processes and actions.
2. Support in planning, control and budgeting
Proper planning and budgeting are one of the most important paths to financial sustainability for the ARAs. Our partnership promotes training and knowledge transfer from senior to junior staff in planning, budgeting, and monitoring & evaluation. We also support the introduction and use of an analytical bookkeeping system. This improves how managers visualise the specific costs of their department and plan their tasks and budgets.
3. Asset management
The sustainable management, operation and maintenance of assets requires detailed knowledge of their financial value and lifetime. In order to ensure the operation and maintenance of the assets at an acceptable cost and without the risk of failure, we are promoting blended learning courses on asset management, as well as more specific actions such as inventory and the development of an asset maintenance plan. This action was initiated at the SASB. In the upcoming years, it will be introduced at the ARAs.
4. Data storage and document management
The ARAs and the SASB are looking for advanced solutions for data storage and document management to improve security and information sharing. Our partnership started addressing issues such as optimising the storage area network, applying archive management principles and automating tasks.
